Notice is hereby given that a Public Budget Hearing on the 2020-21 school budget will be held on Tuesday, May 4, 2021 at 7:00 PM. Please check the district website (www.waterloocsd.org) for the meeting location and/or meeting link. The Public Budget Hearing is held pursuant to Section 2017 of Education Law, in lieu of the May 18, 2021 date designated for the Annual School District Meeting. In addition, a Public Budget Forum will be held on Monday, March 15, 2021 via Zoom at 7:00 PM. Notice is also given pursuant to Section 2013 of Education Law that election of Board members, voting on the proposed 2020-21 school budget, reserve fund proposition, public library proposition and any other propositions submitted prior to the annual meeting will be held on May 18, 2021. Voting will be held at the District Office, 109 Washington Street, Waterloo, New York and be by electronic machine ballot and absentee ballot as provided in Education Law. Polls shall be opened for voters desiring to vote upon such propositions at 12:00 Noon (prevailing time) and kept open until 8:00 PM (prevailing time), and as much longer as may be necessary to enable voters then present to cast their ballots. Only qualified district residents will be permitted to vote. Notice is given pursuant to Section 2018-b of Education Law that proposition voting may be done by absentee ballot. An applicant for such absentee ballot shall submit an application setting forth (1) his/her name and resident address, including street and number, or town and rural delivery route; (2) that he/she is or will be, on the day of the school election, a qualified voter of the school district in which he/she resides, that he/she is or will be on such date, over 18 years of age, a citizen of the United States and has or will have resided in the school district for 30 days next preceding such date; (3) that he/she will be unable to appear to vote in person on the day of the school district election for which the absentee ballot is requested because he/she is or will be on such day (a) a patient in a hospital, or unable to appear personally at the polling place on such day because of illness or physical disability or (b) because his/her duties, occupation, business, or studies will require him/her to be outside of the county or his/her residence on such day, (c) because he/she will be on vacation outside the county of his/her residence on such day; or, (d) absent from his/her voting residence because he/she is detained in jail awaiting action by grand jury or awaiting trial, or is confined in prison after conviction for an offense other than a felony. Such application must be received by the School District Clerk at least 7 days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the School District Clerk or designee no later than 5:00 PM on the day of the election in order that his/her vote be canvassed. Absentee ballot applications may be obtained from the School District Clerk at 109 Washington Street, Waterloo no earlier than 30 days before the election, nor later than 7 days before the election if the ballot is to be delivered personally to the qualified voter. A list of all persons to whom absentee ballots shall have been issued will be available in the Office of School District Clerk during regular business hours until the day of the vote and will be posted in a conspicuous place or places at the place of voting. Notice is also given that petitions nominating candidates for the office of the Board of Education must be filed with the District Clerk no later than 5:00 PM local time on Monday, April 19, 2021. The three-year terms of Charles Bronson, Tiffany Folk and Ellen Hughes, are expiring on June 30, 2021. Each nominating Board petition must be directed to the District Clerk, be signed by at least twenty-five (25) qualified voters of the district, must state the residence of each signer and name and residence of the candidate. The three candidates receiving the most votes will serve for a term of three (3) years, commencing July 1, 2021. Notice is given that a copy of the statement of the amount of money which will be required for the ensuing year for school purposes, exclusive of public money, may be obtained by any taxpayer in the district, during the seven (7) days immediately preceding the designated annual meeting date, except Saturday, Sunday or holidays, at the District Clerk's Office, 109 Washington Street, Waterloo, New York. The Clerk of the Board of Education or the Clerk's designee is hereby directed to publish a copy of said notice of special meeting in two newspapers having general circulation within the school district in the manner prescribed by law for publication of notice of the annual meeting of the school district.
