CANANDAIGUA — Casella Waste Systems wants to apply to renew the state Title V air permit for the Ontario County Landfill.
The state Department of Environmental Conservation (DEC) requires air permits to be renewed every five years.
If the county’s Planning and Environmental Quality Committee approves the application at its 1:30 p.m. Monday meeting, the resolution will go to the full Board of Supervisors for a final vote May 30. Casella would submit the application on behalf of the county, which owns the 389-acre landfill in the town of Seneca.
Casella operates and manages the landfill under a 2003 contract with the county.
The committee will also be asked to recommend the full board approve an application for a research and demonstration permit to operate an organics de-packaging operation at the landfill. The motion would also designated the county as lead agency for the State Environmental Quality Review Act (SEQRA) review of the project.
Casella officials are seeking county approval to apply to the DEC for the permit to operate a 12-month pilot project in the Material Recovery Facility at the landfill. The specialized equipment that would be purchased would separate packaged food, beverages and other organic material from the packaging.
The separated organics would be sent to an off-site anaerobic digester, with what is left to be landfilled. Casella officials say the pilot project will provide information needed for consideration of a possible larger scale operation in the future.
Another motion before the committee would schedule a public hearing on the project at the full Board of Supervisors meeting May 30. The motion calls for a declaration that the project would not have a significant adverse environmental impact and no further environmental review is required.
Another agenda item under the Department of Sustainability and Solid Waste Management will see the committee get an update on landfill operations from a representative of Casella, and the latest DEC landfill inspection report may be reviewed.
Under Planning Department business, the committee will consider a motion authorizing the0 submission of a $225,000 grant application to the state Office of Community Renewal to help Pactiv LLC expand its manufacturing operations at 5250 North St., Canandaigua. The expansion would increase employment at the company.
